Were the Victorian business men more efficent at socisal welfare than thre state is at present?

Was the state so embarrased it was the reasomn it set about to destroy all the Victorians did?

Good questions Brian. To the first, I would say that Victorian philanthropy was very impressive but uneven - and some of it focused solely on providing a fit workforce locally. To the second, I would only say that the state is inanimate and incapable of feeling embarrassment - but the point about taking social care away from individuals is a sound one.
